The Haleyville City Council met today will all members present and approved the minutes from their previous meeting of May 18, 2026.
The council voted to purchase 130 new lamps for streetlights at a cost of $30 each, for a total of $3,900. Elliott True Value Hardware has offered the bulk purchase price on the LED bulbs, and city workers will install the lights.
The council then voted to adopt a social media policy for the city, following its review by City Attorney John McReynolds. The council passed Resolution 2026-12 which reduced the total cost of the sports complex drainage project and added eight days to its deadline. The resolution is included below in its entirety.
The council voted to participate in antitrust litigation regarding the purchase of fire department vehicles and equipment. The litigation involves alleged price-fixing among manufacturers of fire apparatus and firefighting equipment. City Attorney John McReynolds explained the case involves claims that a small number of manufacturers artificially inflated prices on fire trucks and related equipment. Officials noted the city would incur no upfront cost because the litigation is being handled on a contingency basis. The specifics of the suit are included below in Resolution 2026-13
The council voted to appoint Lane Bates to the Winston County Industrial Development Board, with Mayor Ray Boshell and Councilman Brian Berry abstaining because they serve on the board. Bates is the longtime general manager of the Haleyville Water Works and Sewer Board.
Councilmember Julie “Boo” Brooks gave an update on the Haleyville Area Garden Club’s projects, including the restoration of the Welcome to Haleyville signs and landscaping at the city entrances. The club’s next meeting will take place June 9th at 6pm at BankFirst’s main office downtown on 20th Street.
Updates were also provided on community events, including the annual 9-1-1 Festival this Friday and Saturday, and the 9-1-1/Haleyville Alumni Parade scheduled for Saturday morning. The parade lineup will begin at 9am at Haleyville City Schools on 20th Street, with the parade stepping off at 10am. Festival organizers encouraged strong participation from first responders across the area.
Council members also discussed the recent “Battle of the Badges” event held at the Haleyville sports complex, which drew an estimated crowd of 500 people. Organizers said the event was considered a major success and praised participation from local police and fire departments.
Officials also announced another upcoming community event, “Price Is Right,” scheduled for June 12 at 7pm at the Heart of Haleyville Park downtown. Organizers said the event will include numerous giveaways, including a vacation prize.

Resolution 2026-12
WHEREAS the City of Haleyville is currently working on the construction of Drainage and Infrastructure Improvements—Haleyville Sports Complex, Community Project Funding #B-24-CP-AL-0097, AND
WHEREAS, during construction, the Project Engineer directed the Contractor not to install the quantities under Pay Item No. 8 because the asphalt cracking along the spreader seams was not as bad as expected. Pay Item No. 16-CO was added to the project for #2 stone to be placed on the shoulders of the asphalt to prevent a tripping hazard and to prevent erosion around the edge of the parking lot. These quantities, with explanations, are shown in the attached Final Summary Change Order Summary of Quantities.
WHEREAS Project Engineer, Calvin Cassady, P.E. of The Cassady Company, Inc., has reviewed and recommended for approval Final Summary Deductive Change Order in the amount of ($1,288.24) and eight (8) additional days of contract time.
WHEREAS with the approval of Final Summary Change Order, the original contract amount of $437,575.00 will be decreased by $1,288.24, bringing the Final Contract Amount to $436,286.76.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ray Boshell is hereby authorized to execute the Final Summary Change Order (attached hereto and made a part of this Resolution) approving a decrease of $1,288.24 to the original contract amount for this project, resulting in an adjusted contract amount of $436,286.76 with eight (8) additional days of contract time.

Resolution 2026-13
A RESOLUTION AUTHORIZING PARTICIPATION IN FIRE APPARATUS ANTITRUST LITIGATION AND APPROVING EMPLOYMENT AGREEMENT WITH LEGAL COUNSEL
WHEREAS, the City of Haleyville, Alabama, has purchased or may have purchased fire apparatus, fire trucks, emergency vehicles, parts, equipment, or related services from manufacturers and vendors operating within the fire apparatus industry; and
WHEREAS, allegations have been made in pending litigation styled In re Fire Apparatus Antitrust Litigation that certain manufacturers and related entities, including but not limited to REV Group, Inc., Oshkosh Corporation/Pierce Manufacturing, and Rosenbauer America, engaged in unlawful antitrust conduct affecting pricing and competition within the fire apparatus market; and
WHEREAS, the City Council has determined that it is in the best interest of the City to investigate and pursue any potential claims for damages or recovery arising from such alleged conduct; and
WHEREAS, Rogers, Bowling & McReynolds, P.C., Friedman, Dazzio & Zulanas, P.C., and Spann Law Firm, LLC, have offered to represent the City on a contingency fee basis in connection with said litigation, with no recovery resulting in no attorney fee obligation to the City; and
WHEREAS, the proposed Employment Agreement provides for attorney compensation in the amount of one-third (1/3) of any gross recovery obtained on behalf of the City, plus reimbursement of litigation expenses from any recovery obtained; and
WHEREAS, the City Council finds that entering into said Employment Agreement is in the best interest of the City of Haleyville.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HALEYVILLE, ALABAMA, AS FOLLOWS:
SECTION 1.
The City of Haleyville hereby approves participation in the litigation known as In re Fire Apparatus Antitrust Litigation for the purpose of pursuing any and all claims and damages available to the City under applicable law.
SECTION 2.
The Employment Agreement with Rogers, Bowling & McReynolds, P.C., Friedman, Dazzio & Zulanas, P.C., and Spann Law Firm, LLC, attached hereto or substantially in the form presented to the Council, is hereby approved.
SECTION 3.
The Mayor and City Clerk are hereby authorized and directed to execute all documents necessary to effectuate the City’s participation in said litigation, including the Employment Agreement and any related claim documentation.
SECTION 4.
This Resolution shall become effective immediately upon its adoption.
