The Haleyville City Council held a special called meeting this morning to apply for a demolition grant and approve matching funds for that grant. The council met with all members except Julie “Boo” Brooks present, and passed both agenda items unanimously.
The demolition grant has been made available through the Alabama Department of Economic and Community Affairs. The community development block grant will provide funding to demolish blighted structures in the City of Haleyville, at no cost to the property owner and without any liens or other restrictions placed on the property.
The city announced their intention to apply for the grant in April of this year, and sought property owners who wanted to participate in the program. Three properties will be included in this grant application, according to Mayor Ray Boshell. Those are the old gas station on Highway 13 North near the railroad overpass, the old motel near the south end of town behind Auto Zone, and the former Marshall Durbin feed mill beside the railroad tracks in South Haleyville.
If awarded the grant will fund having a blighted structure demolished at no cost to the property owner, and the property will be cleaned and seeded with grass. At that point the property owner is free to begin redevelopment of the property, place it on the market for sale, or leave it as a greenspace.
The City of Haleyville will provide matching funds of $46,450. That match includes $22,450 cash plus in-kind work by city employees. Both resolutions are included below in their entirety.

RESOLUTION #2026-18
AUTHORIZING AND APPROVING APPLICATION FOR LARGE CITY FUNDS THROUGH THE STATE OF ALABAMA’S CDBG PROGRAM
WHEREAS, the City of Haleyville is completing an application for Large City Competitive Funds through the State of Alabama’s Community Development Block Grant Program, and
WHEREAS, the City of Haleyville concurs with objectives, needs and program activities proposed therein, and
WHEREAS, priorities for proposed program activities adopted by the City of Haleyville were determined in accordance with State and Federal guidelines and determinations on eligibility of activities,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF HALEYVILLE:
1. That said application shall be designated as the official application for the City of Haleyville to be submitted to the Alabama Department of Economic and Community Affairs upon its completion.
2. That the Mayor is duly authorized to sign said application for and act on behalf of the City of Haleyville and is further authorized to execute all other documents required for application or disbursement of State of Alabama Community Development Block Grant funds for the City of Haleyville.

RESOLUTION #2026-19
WHEREAS, the City of Haleyville is applying for Large City Competitive CDBG Funds from the State of Alabama for the purpose of removing slum and blighting structures, and
WHEREAS, the City of Haleyville has determined this to be its most essential need for CDBG Funds,
NOW, THEREFORE, BE IT RESOLVED the City of Haleyville hereby pledges $46,450 in local match ($22,450 cash and $24,000 in-kind) should the project receive grant funding.
