The Haleyville City Council met today with Mayor Ray Boshell and council members Todd Barton, Cade Lewis, Colton Corum, and Brian Berry present. Council member Julie “Boo” Brooks was absent.
Mayor Boshell and the council recognized the 9-1-1 Festival Committee with a proclamation thanking them for their efforts to host the 2026 festival on June 5th and 6th. The council then approved the minutes from their previous meeting of June 1, 2026 and approved the general operating bills and purchase orders for May.
A public hearing was held prior to the regular meeting to review an annexation ordinance for a restaurant on Highway 195 that is seeking to come into the city limits. Also under consideration was an alcohol license for a restaurant on Highway 13 north. Both of these measures were approved unanimously, except Councilman Barton abstaining on the alcohol vote.
The council voted to apply for two FEMA grants that will benefit the Haleyville Fire Department. One would provide for purchasing 20 sets of turnout gear for firefighters, with a local 5% match totaling $4,952. The second would help to fund paid firefighter positions for up to three years. Both of these resolutions are included below in their entirety.
Councilman Brian Berry gave a recap of the previous Haleyville Hometown Summer event, and an update on the next event that will be held Saturday in downtown Haleyville. “Old Fashioned Day” will begin at 1pm Saturday and feature Bluegrass and Gospel music, a live stage play, free lemonade, carriage rides, and many historical activities. The event is completely free and will take place at the Heart of Haleyville Park on 20th Street.

A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE 2025 FEMA ASSISTANCE TO FIREFIGHTERS GRANT (AFG) PROGRAM FOR THE PURCHASE OF TURNOUT GEAR FOR THE HALEYVILLE FIRE DEPARTMENT
WHEREAS, the City of Haleyville is committed to providing the highest level of fire protection and emergency services to its citizens; and
WHEREAS, the Haleyville Fire Department is in need of replacement turnout gear to ensure the safety and effectiveness of its firefighters; and
WHEREAS, the Federal Emergency Management Agency (FEMA) administers the Assistance to Firefighters Grant (AFG) Program to enhance the safety of the public and firefighters through the acquisition of critically needed equipment and resources; and
WHEREAS, the Haleyville Fire Department seeks to apply for funding through the 2025 FEMA Assistance to Firefighters Grant Program for the purchase of twenty (20) complete sets of turnout gear; and
WHEREAS, the total project cost is estimated at One Hundred Four Thousand Dollars ($104,000.00), with the City of Haleyville providing the required local match of approximately Four Thousand Nine Hundred Fifty-Two Dollars and Thirty-Eight Cents ($4,952.38) should the grant be awarded.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HALEYVILLE, ALABAMA, AS FOLLOWS:
Section 1. The City Council hereby authorizes the submission of an application to FEMA under the 2025 Assistance to Firefighters Grant Program for the purchase of twenty (20) complete sets of turnout gear for the Haleyville Fire Department.
Section 2. The City Council agrees to provide the required local matching funds in the amount of approximately $4,952.38, contingent upon award of the grant and subject to the availability of funds.
Section 3. The Mayor, Fire Chief, City Clerk, and other appropriate officials are hereby authorized to prepare, execute, and submit all documents necessary to apply for said grant and to act on behalf of the City in matters relating thereto.

A RESOLUTION OF THE CITY OF HALEYVILLE, ALABAMA, AUTHORIZING APPLICATION OF A FEMA SAFER GRANT FOR THE HIRING OF FIREFIGHTERS WHEREAS, the City of Haleyville recognizes the importance of maintaining adequate staffing levels within the Haleyville Fire Department in order to provide for the health, safety, and welfare of its citizens; and
WHEREAS, the Federal Emergency Management Agency (FEMA) administers the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to assist fire departments in increasing frontline firefighting personnel; and
WHEREAS, the City of Haleyville desires to apply for and, if awarded, accept funding through the 2025 FEMA SAFER Grant Program for the purpose of hiring additional firefighters; and
WHEREAS, the SAFER Grant provides funding for a period of thirty-six (36) months and allows a recruitment period of up to one hundred eighty (180) days following award notification; and
WHEREAS, the City understands that participation in the grant program requires a local cost share of twenty-five percent (25%) during Years One and Two, and sixty- six percent (66%) during Year Three; and
WHEREAS, upon expiration of the grant period, the City will assume full responsibility for the continued funding of any positions retained beyond the grant term, subject to future budget appropriations and applicable law; and
WHEREAS, the City further acknowledges that future SAFER grant opportunities may be available to assist in retaining firefighters hired under the initial grant award.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Haleyville, Alabama, as follows:
The City Council hereby authorizes the submission of an application for funding through the 2025 FEMA SAFER Grant Program for the hiring of firefighters.
The Mayor and City Clerk are hereby authorized to execute all documents necessary to apply for, accept, and administer the grant on behalf of the City.
The City agrees to provide the required local matching funds as required by the grant program, specifically:
Twenty-Five Percent (25%) of eligible costs during Years One and Two; and
Sixty-Six Percent (66%) of eligible costs during Year Three.
The City acknowledges that any positions funded through the grant will become the financial responsibility of the City upon expiration of the grant period unless additional grant funding is secured.
