The Haleyville City Council met at 5:30 pm on Monday, September 8th with all members present except councilman Todd Barton.
The council approved the minutes of their previous meeting and approved a resolution to allow the city to apply for transportation improvement grant funds for Fiscal Year 2027 projects to improve Posey Field Airport. The resolution is included below in its entirety.
Councilman Brian Berry commended Livrarian Carla Waldrep for getting the Freedom Truck to visit Haleyville over the Labor Day weekend. Mayor Ray Boshell invited everyone to attend a memorial service this Friday to commemorate the 25th Anniversary of the September 11th Terrorist Attacks. The service will be held at the Haleyville Fire Department beginning at 8:30 am.
The council went into executive session for a few minutes before returning, and no other business was conducted prior to adjournment.

Resolution 2026-22
Posey Field Airport Improvement Project FY 2027 Funding
WHEREAS, the City of Haleyville intends to apply for state matching funds for an airport improvement project for the Posey Field Airport during fiscal year 2027.
THEREFORE BE IT RESOLVED, by the City of Haleyville as follows:
1. That the City of Haleyville is authorized to make an application for airport improvement funding assistance from the State of Alabama Department of Transportation, for the purpose of undertaking a project in fiscal year 2027 to make improvements at the Posey Field Airport.
2. That the application be submitted for and on behalf of the City of Haleyville by its Mayor who is authorized by this resolution to sign the application and any related forms or documents on behalf of the City.
3. That the City is authorized to enter into an airport improvement funding agreement with the State of Alabama, acting by and through the Alabama Department of Transportation, for the purpose of undertaking a project to make improvements at the Posey Field Airport, with partial funding provided by the State of Alabama.
4. That the agreement be executed in the name of the City of Haleyville for and on behalf of the City of Haleyville by its Mayor.
5. That the authority of the City of Haleyville to enter into contracts with the State of Alabama has been reviewed by the City’s attorney, and in his/her opinion, the City of Haleyville is duly authorized to commit the City of Haleyville to an agreement with the Alabama Department of Transportation.
BE IT FURTHER RESOLVED, that the City of Haleyville hereby affirms that the local matching share of funds in the amount required for this airport improvement project has been officially approved, placed into the budget of the airport and is available for expenditure upon execution of the State of Alabama’s funding agreement and the start of the project.
I, Christy Harbin, the undersigned qualified and acting as the City Clerk of the City of Haleyville, do hereby certify that the above and foregoing is a true copy of a resolution lawfully passed and adopted by the City of Haleyville named therein, at a regular meeting of such body held on the 8th day of September 2026, and that such resolution is on file in the office of the City.
