The Haleyville City Council met for its regular meeting at 5:30 pm on Monday, October 6, 2025 with all members present. Councilman George “Blue” Russell attended via telephone call. All measures passed unanimously except where noted below.
The council voted to vacate a certain portion of land at Pump Station #5 and give this property to the sewer department so that they may construct a road for access to the site. Councilman Drew Thrasher provided some details on this resolution and proposed use, then abstained from the vote.
The council voted to absorb a 4.75% increase in the LGHIP health insurance coverage for city employees, and voted to give employees a Christmas bonus of at least $50, with long-serving employees receiving a higher amount.
The council approved a purchase of equipment for the fire department, the equipment being a “Jaws of Life” extricating tool for $15,860.80 and two saws for $4,675.
The council approved a bid for the sports complex drainage project in the amount of $437,575 from Alabama Asphalt.
The council entered executive session at one point in order to discuss a matter of litigation between the city and an unnamed party; with city attorney Jeff Mobley attesting that the discussion would comply with applicable laws.
Upon returning, the council voted to amend the agenda to add a measure approving a $20,000 cash expenditure plus other terms in order to settle pre-litigation that city attorney Jeff Mobley is currently working to resolve.
The council approved a measure accepting a $220,720.50 grant for improvements to Rocky Ravine Park, providing matching funds of 20%, or $44,144.10
Councilman Thrasher asked if engineering fees [totaling $19,110.00] are included in the matching funds the city would provide. City attorney Jeff Mobley said it would be his expectation that it is. Councilman Thrasher voted no on the measure.
The next regular meeting will be held October 20, 2025 at 5:30 pm.
