The Haleyville City Council met for its regular meeting at 5:30 pm on Monday, October 20, 2025 with all members present.
The council unanimously passed resolutions to increase the expenditures in the neighborhood improvement plan by $30,099.76 and extend its completion date, and also to surplus 14 police department body cameras and a Jaws of Life extrication tool. The body cameras will be donated to other local law enforcement departments, and the Jaws of Life will be donated to the Pebble Volunteer Fire Department.
Mayor Ken Sunseri announced that he has hired two provisional police officers for the city, following a letter of recommendation from Chief Rodney Lewis. Those officers being Caleb Best and Joseph Harrison.
Monday’s meeting was the final meeting for three members of the Haleyville city government. Those being Mayor Ken Sunseri, councilman Drew Thrasher, and councilman Blue Russell. The three received plaques and applause for their service to the City of Haleyville.
The next regular meeting will be held November 3, 2025 at 5:30 pm.
RESOLUTION #2025-43
WHEREAS the City of Haleyville is currently working on the construction of 2023 Neighborhood Improvements—Streets, Parking, and Water, Newburg Road Apartments (Newburg Street, Carl Elliott Heights, Walker Drive), Armory Drive Apartments, and Jordan Street Apartments, CDBG Project No. LR-CM-PF-23-017, Contract A: Paving, AND
WHEREAS, during construction, the Project Engineer directed the Contractor to increase square footage of sidewalk and paving replacement quantities to improve these areas for safety reasons. These quantities are shown with explanations in the attached Final Summary Change Order.
WHEREAS Project Engineer, Calvin Cassady, P.E. of The Cassady Company, Inc., has reviewed and recommended for approval Final Summary Change Order in the amount of $30,099.76 and an additional 233 consecutive calendar days of contract time.
WHEREAS with the approval of Final Summary Change Order, the original contract amount of $367,714.33 will be increased by $30,099.76, bringing the Final Contract Amount to $397,814.09, which is still within the overall construction budget of $550,074.80. (Contract A Paving $397,814.09 + Contract B Water Meters $151,160.00 = $548,974.09) And an additional 233 days of contract time will be added extending the original construction completion date to August 20, 2026. The additional time is for allowing Contract B: Water Meter to be completed before Contract A: Paving could start.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to execute the Final Summary Change Order (attached hereto and made a part of this Resolution) approving an increase of $30,099.76 to the original contract amount for this project, resulting in an adjusted contract amount of $397,814.09, and adding an additional 233 days of contract time extending the contract completion date to August 20, 2025.

RESOLUTION #25-44
WHEREAS, the City of Haleyville, Alabama, has Axon Body Cameras used for the Police Department and Jaws of Life used for the Fire Department which are no longer needed for public or municipal purposes; and
WHEREAS, Section 11-43-56 of the Alabama Code of 1975 authorizes the municipal governing body to dispose of unneeded personal property;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HALEYVILLE, ALABAMA, AS FOLLOWS:
