The Haleyville City Council met for their regular meeting last night with all members in attendance. The council approved the minutes from their last meeting of May 5th, and general operation bills and purchase orders in the amount of $568,070.37
The council then approved three items on the agenda, the first annexing just over one acre of property into the city limits at the request of property owners Todd Barton and Tracy Barton.
The second item was approving a resolution to allow the city to apply for an Alabama Department of Transportation grant to help fund improvements to the Haleyville airport. The grant would amount to $286,810 and require $37,410 in local matching funds.
The last resolution was to review all bids and accept one bid for obstruction removal at the airport. Price Civil Services, Inc. had the lowest bid of $249,400.00 which the Council accepted pending an FAA grant.

Mayor Ken Sunseri spoke about upcoming drainage projects, which the city will open for bid next week on May 29th. Two subdivisions, Forest Park and Hilltop, are experiencing road deterioration due to water runoff. Lakeshore Drive and Pine Avenue will receive the improvements.
Mayor Sunseri also said the city has received a request for a crosswalk with traffic light controls to be added to Highway 195 at Walmart. The mayor said the city would review the idea and will address it at a later meeting.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HALEYVILLE, ALABAMA, AS FOLLOWS:
SECTION I. The said Mayor and City Council hereby find and declare that Michael Todd Barton and Tracy G Barton, has filed with it, as the governing body of the City of Haleyville, a petition for the annexation of property owned by Michael Todd Barton and Tracy G Barton in Winston County, Alabama, a true and correct copy of said petition, which is set forth below:
PETITION FOR ANNEXATION
Comes now the undersigned and hereby show and petition as follows:
Commencing at an iron pin found the Southwest corner of the Northeast ¼ of the Northeast ¼ of Section 19, Township 9 South, Range 10 West, Winston County, Alabama; Thence South 88 Degrees 42 Minutes 30 Seconds West, s distance of 694.55 feet to a point; Thence North 24 Degrees 16 Minutes 32 Seconds East, a distance of 400.97 feet to an iron pin set to the point of beginning for the property herein described; Thence North 43 degrees 18 Minutes 15 Seconds West, a distance of 174.76 feet to an iron pin set. Thence North 27 Degrees 37 Minutes 18 Seconds East, a distance of 147.30 feet to an iron pin set; Thence South 24 Degrees 16 Minutes 32 Seconds West, a distance of 319.29 feet to the point of beginning; said described tract containing 1.06 acres, more or less.
- That the undersigned persons are the owners of the property of the hereinafter described property located in Winston County, Alabama, which property is contiguous to the corporate limits of the City of Haleyville and hereby petitions the City of Haleyville under the provisions of Section 11-42-21, Code of Alabama, 1975, that the hereinafter described property be annexed to the City of Haleyville, thereby causing the municipality’s corporate limits to be extended and re-arranged so as to embrace and include such property within the corporate limits of the City of Haleyville:

SECTION II. The said Mayor and City Council hereby grant said petition for annexation of the property described in said petition filed by Michael Todd Barton and Tracy G Barton hereby consent to the proposed annexation and orders that the corporate limits of the City of Haleyville, Alabama, shall be extended and re-arranged so as to embrace and include said property described in the petition as a part of the corporate limits of the City of Haleyville to become effective upon the date of publication of said ordinance.
It is further ordered that upon publication of said ordinance, the Clerk of the City of Haleyville shall file a description of the property to be annexed in the Office of the Judge of Probate of Winston County, Alabama.

RESOLUTION 2025-15
BE IT RESOLVED, by the City of Haleyville as follows:
- That the City of Haleyville, Alabama is authorized to make an application in the amount of two hundred eighty-six thousand eight hundred ten and 00/100 dollars ($286,810.00) for airport improvement funding assistance from the State of Alabama Department of Transportation for the purpose of undertaking a project to make improvements at the Haleyville Airport – Posey Field. As part of the $286,810.00, project cost of $37,410 will be spent on grant engineering design and inspection and will be awarded to The Cassady Company, Inc. upon approval from the Alabama Department of Transportation.
- That the application be submitted for and on behalf of the City of Haleyville by its Mayor who is authorized by this Resolution to sign the application and any related forms or documents on behalf of the City of Haleyville.
- That the City of Haleyville is authorized to enter into an Airport Improvement Funding Agreement with the State of Alabama, acting by and through the Alabama Department of Transportation, for the purpose of undertaking a project to make improvements at the Haleyville Airport – Posey Field, with partial funding provided by the State of Alabama.
- That the Agreement be executed in the name of the City of Haleyville for and on behalf of the City of Haleyville by its Mayor.
- That the Agreement be attested by the Acting City Clerk and the seal of the City of Haleyville affixed thereto.
- That the authority of the City of Haleyville to enter into contracts with the State of Alabama has been reviewed by the City’s attorney and, in his or her opinion, the City of Haleyville is duly authorized to commit the City of Haleyville to an agreement with the Alabama Department of Transportation.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that the local matching share of funds in the amount of fourteen thousand three hundred forty and 00/100 dollars ($14,340.00) required for this agreement have been officially approved, placed into the budget of the airport, and is available for expenditure upon execution of the State of Alabama’s Funding Agreement at the start of the project, and that Mayor Ken Sunseri is hereby authorized to execute grant application forms (to be made a part of this Resolution) .

WHEREAS, the City of Haleyville is currently working on the Obstruction Removal at Haleyville Airport – Posey Field, 2025 Airport Improvement Project, AIP Project No. 3-01-0039-019-2025, AND
WHEREAS, bids were accepted by the City of Haleyville on Wednesday, May 7, 2025, at 10:00 a.m. in the Court Room at Haleyville City Hall. The following is a summary of the bids received:

Mayor Ken Sunseri is hereby authorized to execute the attached Notice of Award in the amount of $249,400.00 to award this project to Price Civil Service, Inc. to construct the Obstruction Removal at Haleyville Airport – Posey Field, 2025 Airport Improvement Project, AIP Project No. 3-01-0039-019-2025, pending FAA grant approval.
