The Haleyville City Council met for their regular meeting tonight, with all council members present.
The council approved the minutes of its last meeting, with council member Julie “Boo” Brooks abstaining due to her absence at that meeting.
The council approved February 2026 general operating bills and purchase orders.
The council voted to appoint Ron Bland to the airport board, with councilman Todd Barton abstaining.
The council voted to purchase a used pull-behind pressure washer from Elliott True Value in the amount of $5,000.
The council then passed a resolution to approve an asphalt bid from Rogers Group for the city’s upcoming street paving project.
The council approved a measure to advertise for various senior aide positions as a partnership between the city and NACOLG.
The council heard from Fire Chief Justin Woodard on the department’s operations and its need to obtain two new fire trucks.
Council member Julie “Boo” Brooks announced the Winston County cleanup day on April 25th from 8am to noon, where county residents can drop off trash at the various landfills and transfer stations across the county at no charge.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF BIDS AND AWARDING
THE ANNUAL CONTRACT FOR ROADWAY MATERIALS AND SERVICES TO
ROGERS GROUP, INC.
WHEREAS, the City of Haleyville solicited sealed bids for the annual purchase and
provision of roadway materials and services necessary for the maintenance, repair,
and improvement of city streets; and
WHEREAS, the bid solicitation included various roadway materials and services
including, but not limited to:
Bituminous Surface Treatments• Asphalt Materials and Placement• Asphalt Milling•
Aggregate Materials for Road Shoulders• Related Roadway Maintenance Items; and
WHEREAS, the City received bids in response to said solicitation and the bids were
opened and tabulated; and
WHEREAS, the bid submitted by Rogers Group, Inc. was determined to be the
lowest responsible and responsive bidder for the items specified in the bid
tabulation; and
WHEREAS, the City Council finds it to be in the best interest of the City of Haleyville
to accept said bid and authorize the use of Rogers Group, Inc. for roadway materials
and services as needed.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HALEYVILLE, ALABAMA, AS FOLLOWS:
Section 1. Award of Contract
The City Council hereby accepts the bid submitted by Rogers Group, Inc. for
roadway materials and services including Bituminous Surface Treatments, Asphalt,
Milling, Aggregate for Shoulders, and related roadway maintenance items as
detailed in the bid tabulation attached hereto.
Section 2. Contract Term
The contract shall be effective April 1, 2026, through March 31, 2027, unless
terminated earlier in accordance with applicable law.
Section 3. Unit Price Contract
All work and materials shall be provided on a unit price basis as listed in the
submitted bid. The City shall utilize Rogers Group, Inc. for roadway materials and
services as needed during the contract term.
Section 5. Bid Tabulation
The Bid Tabulation and submitted pricing from Rogers Group, Inc. are attached
hereto as Exhibit A and incorporated herein by reference as part of this ordinance.
Section 6. Authorization
The Mayor is authorized to execute any documents necessary to implement and
procure roadway materials and services under this contract.
