The Haleyville City Council met for their regular meeting today, and passed the following resolutions:
- To accept a bid from Alex Hulsey in the amount of $36,588.32 for the sale of timber on city-owned industrial property.
- To apply for a Rebuild Alabama grant for paving in the amount of $250,000.
- To advertise for and receive bids on the city’s paving projects for the year.
- To select NACOLG as the grant administrator for the Rocky Ravine Park improvement project.
Their next regular meeting will be Monday, February 16 at 5:30 pm.
RESOLUTION #2026-02
A Resolution awarding the bid for the sale of timber on approximately 38 acres of city owned industrial property to Alex Hulsey.
WHEREAS, the City of Haleyville is the owner of approximately 38 acres of industrial property, AND
WHEREAS, the City duly advertised and solicited sealed bids for the sale of merchantable timber only, with no land clearing included on said property; AND
WHEREAS, two sealed bids were received and opened in accordance with city procurement procedures, as follows:

WHEREAS, City Engineer, Chris Wilbanks, P.E., has reviewed the bids and recommends that the City of Haleyville award this project to Alex Hulsey, for their Base
Bid in the amount of $36,588.32; AND,
NOW THEREFORE BE IT RESOLVED, City Haleyville, that Council of the City of by
Mayor Ray Boshell and City Clerk Christy Harbin are hereby authorized and directed to execute a Timber Sale Agreement and any related documents necessary to complete this transaction, subject to receipt of full payment and satisfaction of all contractual requirements. All proceeds from the sale of timber shall be deposited into the appropriate city fund as determined by the City Clerk.

RESOLUTION #2026-03
A RESOLUTION AUTHORIZING APPLICATION FOR REBUILD ALABAMA ACT ANNUAL GRANT FUNDS
WHEREAS, Haleyville, Alabama, is responsible for the construction, maintenance, and improvement of public roadways within its corporate limits; and
WHEREAS, Alabama Avenue is a public roadway within the City of Haleyville that requires resurfacing and related improvements to maintain safe and efficient transportation; and
WHEREAS, the proposed project consists of planning (milling), resurfacing, and traffic striping approximately 1.2 miles of Alabama Avenue, extending from just north of Harvel Avenue (train track crossing) to 7th Avenue and various other projects; and
WHEREAS, the total estimated cost of the proposed project is $300,892 plus costs of projects yet to be determined;
WHEREAS, the City of Haleyville desires to apply for funding through the Rebuild Alabama Act Annual Grant Program in the amount of $250,000; and
WHEREAS, the remaining project cost of $100,000 represents the required match, to be funded equally by the Alabama Department of Transportation and the City of Haleyville in the amount of $100,000 each; and
WHEREAS, the City of Haleyville agrees to provide its required matching funds and to comply with all requirements, assurances, and certifications associated with participation in the Rebuild Alabama Act Grant Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HALEYVILLE, ALABAMA, AS FOLLOWS:
The City of Haleyville is hereby authorized to submit an application for Rebuild Alabama Act Annual Grant funding for the Alabama Avenue resurfacing project.
Mayor Ray Boshell and City Clerk Christy Harbin are authorized and directed to execute all applications, agreements, certifications, and related documents necessary to apply for and administer said grant.
The City of Haleyville commits to providing the required local matching funds in the amount of $100,000 and to fulfilling all obligations of the grant if awarded.
This resolution shall take effect immediately upon adoption.

RESOLUTION #2026-04
A RESOLUTION AUTHORIZING THE ADVERTISEMENT, RECEIPT, AND OPENING OF SEALED BIDS FOR THE CITY OF HALEYVILLE PUBLIC WORKS ANNUAL BID CONTRACT
WHEREAS, the City of Haleyville has a need to contract for labor, equipment, materials, and any incidentals required to complete planning and/or paving work items within the City; and
WHEREAS, Chris Wilbanks, Director of City of Haleyville Public Works has prepared specifications for an annual bid contract to cover such work; and
WHEREAS, the City Council of the City of Haleyville desires to solicit sealed bids for said services in compliance with the Rebuild Alabama Act, Act No. 2019-2, as amended, and the Alabama Public Works Law, Alabama Code Title 39, as amended; and
WHEREAS, public advertisement of said bid is required by law and is in the best interest of the City of Haleyville;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Haleyville, Alabama, as follows:
The City Council hereby authorizes the advertisement for sealed bids for the City of
Haleyville Public Works Annual Bid Contract for labor, equipment, materials, and any incidentals required to complete planning and/or paving work items of the City.
Sealed bids shall be received at Haleyville City Hall until 2:00 p.m. Central Time on Thursday, March 5, 2026, at which time the bids shall be publicly opened.
All bidders shall be required to comply with the provisions of the Rebuild Alabama Act, Act No. 2019-2, as amended, and the Alabama Public Works Law, Alabama Code Title 39, as amended, regardless of whether such requirements are explicitly detailed in the bid proposal.
Award of the contract shall be made at the next regularly scheduled meeting of the Haleyville City Council following the bid opening.
The City of Haleyville reserves the right to reject any and all bids, or any portion thereof, as deemed to be in the best interest of the City.

Resolution 2026-05
A Resolution Authorizing the Selection of an Administrator for RTP Project # 25-RT-53 01
WHEREAS, the City of Haleyville has considered and reviewed the qualifications of the Northwest Alabama Council of Local Governments to provide grant administration for LWCF Project # 25-RT-53-01; and
WHEREAS, the City of Haleyville has satisfied all LWCF rules, regulations and guidelines in selecting an administrator for the project;
NOW THEREFORE, BE IT RESOLVED, that the City of Haleyville does hereby authorize the selection of the Northwest Alabama Council of Local Governments for a contract price of $10,510.50 to provide complete administrative services for LWCF Project # 25-RT-53-01.
