The Haleyville City Council met at 5:30 pm on Monday, August 17th with all members present. The council approved the minutes of their previous meeting and approved the general operating expenses and purchase orders for July 2026.
The council then passed a resolution on projects totaling $509,586.50 funded by the city gasoline tax and Rebuild Alabama funds for fiscal year 2026/27. The resolution is included in its entirety below.
Before adjournment, Mayor Ray Boshell gave an update on the hotel feasibility study, saying that he and other city officials met with a representative from the hotel group last week, giving her a tour of Haleyville and answering questions about the area.

RESOLUTION #2026-21
WHEREAS in 2019, the Alabama Legislature passed an HB2 to levy additional excise tax on
gasoline and diesel fuel, and
WHEREAS the City of Haleyville, Alabama is to receive a portion of said tax, and
WHEREAS the City of Haleyville, Alabama pledges to keep this money in separate fund and expend
only for maintenance, improvement, replacement, and construction of roads and as mandated by the
Law passed, and
WHEREAS the City of Haleyville, Alabama is to adopt an annual Transportation Plan, no later than
August 31 of the next fiscal year, based on an estimate of revenues and will follow this Plan unless
there are unforeseen problems at which time the Plan will be revised and submitted to the Council for
approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Haleyville,
1. That this Resolution is hereby adopted as the City’s Annual Transportation Plan for Fiscal Year
2027 in compliance with the Rebuild Alabama Act and Section 23-8-8, Code of Alabama 1975.
2. That the City estimates its anticipated allocation from the Rebuild Alabama Fund for Fiscal Year
2027 to be approximately $55,200.00.
3. That the City’s excess Rebuild Alabama Funds from the previous fiscal year is $180,231.00.
4. That the City anticipates expending funds received pursuant to the Rebuild Alabama Act, in whole
or in part along with anticipated Rebuild Alabama Annual Grand funds, on the following projects:
- 10th Avenue
- 13th Avenue
- 18th Avenue
- 19th Avenue
- 18th Street
- Williams and West Road
- Layne Hill Drive
- Total Estimated Project Cost – $509,586.50
5. That the City Clerk is authorized and directed to post a copy of this Resolution (the Transportation
Plan) in a conspicuous place at City Hall, the Mayor’s office, the Street/Public Works Department,
and on the City’s official website, if available, and to maintain such posting at all times as required by
law.
Also, be it resolved that the City of Haleyville will utilize local or other funding to make drainage and
street improvements, as funds are available, to improve the streets within the city limits of Haleyville,
Alabama.
