The Haleyville City Council met for their regular meeting tonight, with all council members present.
The council passed a resolution to advertise for an airport consultant to oversee the upcoming improvement projects at Posey Field. Councilman Todd Barton abstained.
The council voted to purchase new radios for the Haleyville Fire Department, and to approve a corrected quote on windows for the Haleyville Library. The new total being $42,000 for the project.
Council member Julie “Boo” Brooks announced the second meeting of the Haleyville Garden Club, which will take place at 6pm Thursday at the Haleyville City Hall.

A RESOLUTION AUTHORIZING THE ADVERTISEMENT FOR REQUEST FOR QUALIFICATIONS (RFQ) FOR AIRPORT ENGINEERING AND PLANNING CONSULTANT SERVICES FOR POSEY FIELD AIRPORT
WHEREAS, the City of Haleyville owns and operates Posey Field Airport and is responsible for the continued planning, development, maintenance, and improvement of said facility; and
WHEREAS, the City desires to retain the services of a qualified airport engineering and planning consultant to assist with airport development projects, including but not limited to grant applications, design, planning, and construction oversight; and
WHEREAS, federal and state aviation funding programs, including those administered by the Federal Aviation Administration (FAA) and the Alabama Department of Transportation (ALDOT) Aeronautics Bureau, require the selection of qualified consultants through a qualifications-based selection process; and
WHEREAS, the City Engineer has prepared a Request for Qualifications (RFQ) titled “Airport Consultant RFQ” outlining the scope of services, submission requirements, and evaluation criteria for said services; and
WHEREAS, the City Council finds it to be in the best interest of the City of Haleyville to solicit statements of qualifications from experienced airport consulting firms for a term of up to five (5) years;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HALEYVILLE, ALABAMA, AS FOLLOWS:
The City Council hereby authorizes the advertisement and distribution of the Request for Qualifications (RFQ) for Airport Engineering and Planning Consultant Services for Posey Field Airport.
The RFQ shall be advertised in accordance with applicable laws and guidelines and shall include, at a minimum, the scope of services, submission deadline, evaluation criteria, and contact information as prepared by the City Engineer.
Statements of qualifications shall be received no later than 2:00 PM on May 7, 2026, or as otherwise specified in the RFQ.
The City Council authorizes the evaluation of submitted qualifications based on the criteria outlined in the RFQ, including experience, qualifications, knowledge of applicable regulations, and ability to perform the required services. The City may conduct interviews with top-ranked firms if deemed necessary.
Upon completion of the evaluation process, the City is authorized to enter into negotiations with the highest-ranked firm to establish a professional services agreement. The City of Haleyville reserves the right to reject any or all submissions and to waive any informalities in the selection process.
