The Haleyville City Council held their regular meeting at 5:30 pm on July 21st with all members present, those being Mayor Ken Sunseri, Council Members Dr. Ray Boshell, Brian Berry, Blue Russell, Drew Thrasher, and Julie “Boo” Brooks.
The council approved four resolutions, and an appropriation.
The first resolution approved the 2025 Municipal Election Poll Workers, while the other three approve certificates of election for the city council candidates who qualified for office with no opposition. Those candidates were Brian Berry, Todd Barton, and Julie “Boo” Brooks. The resolutions are included below this article. Finally, the council approved a $1,000 appropriation to Addie’s Place.
All resolutions passed unanimously, with Berry and Brooks each abstaining from voting on the resolution concerning them.
Following the municipal election on August 26th and a possible runoff on September 23rd, the new city government will take office on November 3rd, 2025.
The next council meeting will be Monday, August 4th at 5:30 pm.
RESOLUTION #2025-23
WHEREAS, a regular municipal has been called to be held on the 26th day of August, 2025, and a runoff election to be held, if necessary, on the 23rd day of September, 2025, and
WHEREAS, Section 11-46-27 of the Alabama Code of 1975, as amended, provides, in part, that the municipal governing body, not less than 15 days before the holding of any municipal election, appoint from the qualified electors of the municipality or voting districts, officers to hold the election as follows: where electronic ballot counters are used, at least one inspector and three clerks, and,

NOW THEREFORE, BE IT FURTHER RESOLVED, that Returning Officers will be compensated $175.00 and polling officials will be compensated $150.00 during each municipal or school board election and any run-off election, if necessary, and any special election held by the governing body of Haleyville.
NOW THEREFORE, BE IT FURTHER RESOLVED, that polling hours shall be open at 7:00 A.M. and remain open continuously until 7:00 P.M. as per Section 11-46-28, Code of Alabama, during all municipal or special elections.
I. Any ordinance or resolution heretofore adopted by the City Council of the City of Haleyville, Alabama, which is in conflict with the amount to be compensated or polling hours, is hereby repealed to the extent of such conflict.
II. If any part, section or subdivision of this resolution shall be held unconstitutional or invalid for any reason, such holding shall not be construed to invalidate or impair the reminder of this ordinance, which shall continue in full force and effect notwithstanding such holding.
RESOLUTION #2025-24
WHEREAS, Sections 11-46-20 through 11-46-73 of the Alabama Code of 1975, as amended, provide for and regulate general and special elections in cities and towns of this state, except those cities and towns which have a commission form of government, and
WHEREAS, Section 11-46-43 of the Alabama Code of 1975 prohibits write-in candidates in elections held under Sections 11-46-20 through 11-46-73 of the Alabama Code of 1975, as amended, and
WHEREAS, Section 11-46-26 of the Alabama Code of 1975, as amended, provides that if only one person has filed a statement of candidacy or has been nominated for an office for an election to be held pursuant to Sections 11-46-20 through 11-46-73 of the Alabama Code of 1975, as amended, at the time of the deadline for qualification has passed, then such person shall, for all purposes, be deemed elected to such office, and the mayor or other chief executive officer shall not cause the name of such person or the office for which his candidacy was declared to be printed on the ballot, but he shall immediately file a written statement with the governing body of the municipality, attested by the clerk, certifying the fact that only one person filed a statement of candidacy or was nominated for the office preceding the deadline set for an election of municipal officers of the municipality and setting forth the name of such person , and
WHEREAS, said Section 11-46-26, as amended, provides that the governing body of the municipality, after receiving such statement, shall adopt a resolution declaring the person named in the statement duly elected to the office described in the statement, and shall issue a Certificate of Election to such person, and
WHEREAS, the Mayor of the City of Haleyville has filed a written statement with the governing body of the municipality, attested by the Clerk, certifying the fact that only one person has filed a statement of candidacy for the office of Councilman – Place #5 prior to the deadline and that the name of that person who filed such statement was Brian Berry,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Haleyville that Brian Berry be and he is hereby declared duly elected to the office of Councilman – Place #5 in the City of Haleyville for the term of office commencing on the first Monday in November, 2025, and
BE IT FURTHER RESOLVED, that the Mayor of the City of Haleyville be and he hereby is directed to issue a certificate of election to Brian Berry for the office of Councilman – Place #5 for such term pursuant to the provisions of Section 11-46-25, as amended.
