
The Haleyville City Council held their regular meeting at 5:30 pm on August 4th. The council approved the following four resolutions.
The next council meeting will be Monday, August 18th at 5:30 pm.
RESOLUTION #2025-28
WHEREAS the City of Haleyville received bids to pave various streets in Haleyville in the 2025 Summer Paving project that consists of
Contract A: 14th Avenue, 24th Street, 23rd Street, 26th Street, 29th Street, 14th Avenue North, 35th Street, 13th Avenue North, 15th Avenue North, and Carter Drive and
Contract B: City Shop Entrance, Walnut Avenue, Sports Complex 9th Avenue Entrance Patch at New Culvert, Forest Park – Lakeshore Drive Patch at New Culvert.
WHEREAS sealed bids for the construction of 2025 Summer Paving Project, Contracts A and B, were received and opened on Wednesday, July 30, 2025, at 2:00 p.m., by the Engineer of Record, Calvin Cassady, P.E., at Haleyville City Hall. Bids received are summarized below:

WHEREAS, the Project Engineer, Calvin Cassady, P.E., has reviewed the bids received and recommends that both Contracts A and B of this project be awarded to Central Alabama Asphalt & Construction Company, LLC for their respective Base Bids of $369,243.32 for Contract A and $92,880.00 for Contract B.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to execute the Notice of Award to award this project to Central Alabama Asphalt & Construction Company, LLC to construct the 2025 Summer Paving Project, Contract A and Contract B.

RESOLUTION #2025-29
WHEREAS the City of Haleyville will construct a kiosk for the William B. Bankhead National Forest to be located at the corner of State Route 13 and 20th Street in front of CVS. Stick Architecture prepared the drawings for this structure, which were paid for by The University of Alabama.
WHEREAS a “for construction” set of drawings were prepared by the City Engineer, Calvin Cassady, P.E., and quotes were received for construction of the kiosk.
WHEREAS City Engineer, Calvin Cassady, P.E. invited local contractors to meet to review the project drawings/ask questions and Precision Concrete and Construction was the only contractor to attend.
WHEREAS quotes for this project were received by the City Engineer as follows:

WHEREAS the City Engineer has reviewed the prices received and recommends that $32,779.20 be allocated by the City to pay for the materials and labor to construct the kiosk for the William B. Bankhead National Forest. If these monies are granted, the City Engineer will coordinate the construction of this project.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to allocate $32,779.20 for the materials and labor for the construction of the kiosk for the William B. Bankhead National Forest.

RESOLUTION #2025-30
WHEREAS at the Haleyville Sports Complex steep slopes are eroding and in need of repair.
WHEREAS the City Engineer, Calvin Cassady, P.E., recommends that these areas be backfilled and topsoil placed where needed and the area graded and hydroseeded. Refer to the project drawing showing the five areas with slopes to be repaired. It is recommended that three buried down drains with inlets and outlets be added at Slope #1 to bring the storm water from the top of the slope to the bottom at the existing drainage ditch.
WHEREAS due to the difficulty of this project, the Engineer contacted JLW Contracting of Jasper Alabama who has experience in working with 3:1 slope and having hydroseed equipment; he, subsequently, met with Jamison Whittemore, the Owner of JLW Contracting, on site to review the eroded areas.
WHEREAS JLW Contracting submitted a quote of $79,500.00 to repair the eroded areas and hydroseed all five areas. The quote is attached hereto and made a part of this Resolution.
WHEREAS the City Engineer has reviewed this quote and recommends that the City of Haleyville award this work to JLW Contracting for them to move their crew on site in September to complete the grading work and hydroseed the project in October. The City of Haleyville will be responsible for watering the hydroseeded areas until the seeds begin to grow.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to execute the Notice of Award to award this work to JLW Contracting for their quote in the amount of $79,500.00 to repair the slope erosion at the Haleyville Sports Complex.

WHEREAS the City of Haleyville will replace 40 linear feet of roadway cross drain in 9th Avenue, just north of the Haleyville Sports Complex.
WHEREAS bids for this work were received by email to the Project Engineer, Calvin Cassady, P.E., until 5:00 p.m. on Thursday, July 31, 2025. Bids are summarized below:
